Capacity Development for Public Water Systems Applying for Loans
Any water system that is applying for Drinking Water Revolving Loan Fund (DWRLF) Program monies must complete the Capacity Development Business Plan. The purpose of the business plan is to assure the DWRLF that a loan recipient has sufficient managerial and financial capacity to maintain compliance with established rules and regulations while being able to repay the funds received. The system's technical capacity will be evaluated by information in the System Improvement Plan. The 1996 Safe Drinking Water Act (SDWA) mandates that assistance can not be provided to a system that lacks the technical, managerial, and financial capacity to maintain SDWA rules and regulations.
